Challenge
A regional authority in the UK was facing the need to modernise its IT infrastructure to prepare for upcoming devolution changes, where it would integrate with other local authorities into a larger governance body. The goal was to enhance capacity, security, and resilience. The authority's 500+ employees were also seeking more flexible working arrangements, expressing dissatisfaction with outdated tools through annual surveys. With a small internal ICT services team and limited transformation experience, the authority sought a Lead Delivery Partner to ensure rapid program delivery, technical integration, and the adoption of new work practices. Caja was selected to lead the
Programme Delivery and Organisational Change.
Solution
Caja introduced proven methods to speed up delivery and
foster collaboration:
- Data-rich dashboard reporting.
- Interactive workshops and morning stand-ups for decision-making and task completion.
- Regular project team meetings and risk management.
During the Covid lockdown, these methods were adapted to
online tools to maintain progress.
Digital Transformation Strategy:
Caja led agile "sprints" focused on process improvement with Microsoft 365 tools, embodying rapid benefits realisation and "fail fast" principles. They also managed stakeholder engagement and ensured that business changes were communicated effectively to all 500 staff, maximising
benefits.
Organisational Change:
Working with the internal ICT team, Caja provided key
organisational insights for solution design:
- Establishing a Business Design Authority.
- Creating work-style profiles for IT equipment allocation.
- Developing a communication campaign with unique cultural elements and ADKAR methodology.
- Standardising processes with Microsoft 365 and conducting all-staff training.
